I have the honour to forward to you herewith a
letter addressed to the Custodian of Enemy Property in Hongkong by Mr. A. H. Wilzer, a German, formerly Commissioneri in the Chinese Maritime Customs. I also, enclose, in case it
did not reach the right destination at the time, copy of a
letter addressed by Mr. Wilzer to the Custodian of Enemy Property in the month of June last and which was communicated to me by the Netherlands Minister. These two letters explain fully the nature of Mr. Wilzer's request. I need only add that as far as I am personally concerned I see no objection to Mr. Wilzer receiving the payments he asks for at the present time, and I have no reason to doubt the necessitous circumstances in which he is placed. It rests, however, entirely with the Custodian in Hongkong to decide how far it is possible or desirable to meet Mr. Wilzer's request.
I am informing the Netherlands Minister that these letters are being forwarded to you for transmission to the
Custodian.
